René-Michel Desergy (who also used the pseudonym Désiré Van Rowel, also spelled Desiré) was a French pre-WWII spanking novel author. The author possibly also worked as a spanking artist. His work was published in the famous collection Collection des Orties Blanches.

"Désiré Van Rowel" is obviously a pseudonym, possibly in reference to the author Aimé Van Rod: Désiré means 'desired' and a rowel is the sharp pointy ring used by cowboys on their boots to kick or spur the horse.
