When you see "your target", are they someplace that you might actually make contact?

Is the venue quiet enough actually talk to them?

• Available

Are they part of group of people that will allow any inter-personal contact?

Does their body language tell you to go elsewhere?

• Agreeable

Do they laugh at you when you mention your name?

Do they deride you, your clothing or your profession?
