Haiducii lui Saptecai is a 1970 movie from Romania, directed by Dinu Cocea.

The spanking scene

The film has two spanking/flagellation related scenes, right after another. Both are more humorous than serious. In the first, an enraged woman drives a man out of the bed with a riding crop (F/M). In the second, a naked woman is tied to a whipping post and her bottom is beaten with a stick or switch (M/F) while a crowd of people watches and laughs at her public punishment.
