The phrase Liar, lair, pants on fire is a playground taunt to indicate the speaker disbelief of the target's statement. Lying is consider a naughty act and a bottom or pants being on fire is an euphemism for a spanking.

It is also found in Jump-rope rhymes like:

Liar, liar, pants on fire,
Your belt's hanging on the telephone wire!

Variation:

Liar, liar, pants on fire,
Your nose is long as a telephone wire!

Yet another variation:

Liar, liar, pants on fire,
Hanging by a thread on a telephone wire!
